The subject section of Upper Capel Road is a narrow 3.8 metre wide seal and this coupled with substandard geometry (curves and crests) creates a very unsafe road environment. The seal is also approaching the end of its useful life.
Reconstruction of the subject section. Realignment of the section to improve substandard curves and earthworks to improve crests. Bitumen seal of subject section to 6.2 metres in width with minimum 1.0 metre wide unsealed shoulders either side of the seal.
Total cost of proposed project is $450,150
