The Australian Government commissioned an Independent Strategic Review of the  Infrastructure Investment Program in May 2023 (the Review).

The outcomes of the review process were considered in the context of the 2023-24 Mid-Year Economic Fiscal Outlook process and can be found at Nation-building infrastructure for a better Australia | Ministers for the Department of Infrastructure.

About the Review

The objectives of the Strategic Review are to:

  • assess projects funded under the IIP and make recommendations on the merits of projects continuing;
  • make recommendations for transitioning the IIP to a sustainable 10-year rolling pipeline that targets appropriately costed, nationally significant infrastructure projects;
  • make recommendations on reforms to Infrastructure Investment Program sub-programs, such as the Roads to Recovery Program, including whether the Australian Government could deliver them more effectively; and
  • consider other relevant projects or matters as agreed in consultation with relevant jurisdictions.

The reviewers consulted with relevant government and industry stakeholders and provided a report to the Minister for Infrastructure, Transport, Regional Development and Local Government in August 2023.

Who conducted the Review?

The Review was undertaken by three eminent people with extensive experience in land transport infrastructure and Commonwealth-state and territory relations.

  • Ms Clare Gardiner-Barnes

    Ms Clare Gardiner-Barnes

    Ms Clare Gardiner-Barnes is an acting non-executive Director of the Infrastructure Australia Board. She has experience in state government infrastructure departments and is currently the Director of her own firm. She is highly regarded in the infrastructure sector and brings a wealth of experience in infrastructure planning, including during her time as Chief Executive of the Northern Territory Department of Transport.
  • Mr Reece Waldock AM

    Mr Reece Waldock AM

    Mr Reece Waldock AM is Chair of the Planning and Research Centre, former Chair of the South Australian Public Transport Advisory Board, and former Director of Infrastructure Australia. He has held a number of positions within the WA Government including Director-General of the Department of Transport, Commissioner for Main Roads and the Chief Executive Officer of the Public Transport Authority.
  • Mr Mike Mrdak AO

    Mr Mike Mrdak AO

    Mr Mike Mrdak AO is an eminent infrastructure expert with over 30 years of public policy experience. He co-led an independent review to rejuvenate Infrastructure Australia and is currently Chairperson of NEC Australia and New Zealand. Mr Mrdak is an independent external member of the Australian Infrastructure Financing Facility for the Pacific Board. Mr Mrdak has held many Senior Executive positions within the Australian Public Service, including as Secretary of the Department of Infrastructure, Transport, Regional Development, Communications and the Arts.
