The Sylvan Road and Land Street alignment is a key cycling corridor connecting the Western Freeway cycleway to the Bicentennial bikeway. Whilst the Western Freeway bikeway and the Bicentennial Bikeway offer a high standard of safety and amenity for people on bikes, Sylvan Road bikeway which connects the two, has narrow on-road cycle lanes between parked cars and motor vehicle traffic. Where the bike lane is in the door zone of parked cars there is a high risk of people riding in the bike lane being injured. Sylvan Road experiences safety, access and congestion issues due to high vehicular, foot and cycle traffic, and requires upgraded facilities. Improvements at intersections (Croydon/Sylvan, & Land/Sylvan) and various side roads provide an opportunity to improve the level of service for people riding bikes and e-mobility devices to deliver the safety and connection improvements. The current cycle facilities are Level of Traffic Stress 4 (LTS4) (on-road cycle lanes) and do not enable e-mobility or safe cycling due to existing vehicle volumes. The project will include traffic improvements via movement restrictions, upgrade existing signalised intersections, and midblock corridors of Sylvan Road and Land Street to accommodate a separated cycle facility through this alignment. The works will include stormwater drainage works, signal and lighting upgrades, new landscaping, road resurfacing and pavement reconstruction (as required), public utility plant relocations, new cycle separators (medians), road/paths line marking and priority crossings.

Pavement rehabilitation is proposed between CH 3.67 and CH 4.01 to address surface deterioration and underlying pavement deficiencies. This section has shown signs of reduced structural performance, resulting in ongoing maintenance requirements and decreasing asset condition. The rehabilitation works will restore pavement strength, improve ride quality, and enhance long-term durability, contributing to reduced maintenance costs and improved road safety.
