Australian Privacy Principle 5 Notice

Your submission, including any personal information supplied, is being collected by the department for the purpose of seeking public and industry comment on the approach and content of its proposed cost estimation guidance, in accordance with the Privacy Act 1988 (the Privacy Act).

Submissions, in part or full, including the name of the author may be published on the department's website or in the Government's response, unless the submission is confidential. Cowell Kimba Road (Rural Road) - 116368-21SA-RTR
The roads were initially constructed to perform as a Commodity Route for farm to silo transport of grain from farms within the district with a lane width of 3.1m, Restricted Access Vehicle (RAV) movements were permitted for commodities to and from farm gate. Since the commissioning and operation of the T-Ports export facility at Lucky Bay the Cowell Kimba Road has become an important collector and freight route with that links farming properties between Kimba and Cowell to the export hub and now carries an increased load of RAV’s. moving approximately 600,000 tonnes per annum. The increased RAV movements now operating at Higher Mass Limits (by permit) are damaging road shoulders due to insufficient lane width creating a dangerous situation for oncoming vehicles and an increased maintenance burden for Council. Sections of pavement have failed and require stabilization, as a result heavy vehicles often cross the centreline to avoid potholes and pose a risk to other road users. The first section of Cowell Kimba Rd is 6m wide in total (2 x 3m lanes) and the intersection with Story Road has insufficient width to accommodate swept path of RAV's causing them to fully cross the centreline and pose a hazard to other users commuting to the School 300m away on Story Road. Trailers on multi Combination vehicles also straddle the sealed edge creating edge breaks, flying rocks and dust are a hazard to following vehicles.Stage 1 of 3 will construct and seal shoulders and reseal pavements where required to achieve a 3.6m lane width and 400mm sealed shoulder on all curves. The Project will be staged, in year 1, curves on the Cowell Kimba Road will be addressed plus the Story Road intersection. In year 2, straight sections totaling 14.5km and in year 3, the remaining sections plus an application will be submitted to address Lucky Bay Road from CH0 (Lincoln Highway) to CH6890 (T-Ports Bunker Site).Total cost of proposed project is $926,000
