Formalising the traffic management slow point with realignments and concrete median islands will reduce misuse and improve traffic flow. Together, these upgrades aim to create a safer, more durable road surface that better accommodates both commuter and local residential traffic, reducing existing safety hazards. The Collins Parade reconstruction aims to improve road safety and address pavement failures through full granular-level pavement strengthening to support ongoing bus route use. The works include repairing defective kerbing and footpaths, upgrading pram ramps, formalising traffic management at the Susan Road intersection, introducing new line marking for parking and traffic calming, and installing new kerb ramps near bus stops. This upgrade will create a safer, more accessible environment for local schools, shops, and public transport users.

The existing sealed width of Narrung Road varies between 6.0 m and 6.5 m, with inconsistent shoulder widths and conditions. Some sections have narrow, unpaved shoulders with or without edge line markings, while others show deterioration and uneven edges. In places, sealed shoulders are as narrow as 0.1 to 0.2 m, accompanied by narrow unpaved shoulders. This project will widen the seal to a consistent 6.4 m, with 0.5 m sealed and 1.0 m unsealed shoulders on each side, enhancing safety and reducing maintenance caused by deteriorated edges. Currently, Narrung Road is not gazetted for restricted access heavy vehicles, so all such vehicles must operate under permit. The section of Narrung Road is a Regionally Significant Community Access Route and a Locally Important Freight and Tourist Route under the Murrayland and Riverland LGA 2030 Regional Transport Plan. As the sole land-based access to Narrung, Raukkan, and surrounding areas, it provides a vital link to Meningie and beyond. The route supports local dairy farms and general freight movement. This project will upgrade the road to a fit-for-purpose standard, with 2 x 3.2 m lanes, 0.5 m sealed shoulders, and 1.0 m unsealed shoulders.

This road is a critical freight and community access route essential to the town of Loxton. Stormwater issues currently affect the road, which will be addressed through the construction of a swale and stormwater pipes to mitigate flooding during rainfall events. At the Kokoda Terrace and Starcevich Road intersection, several serious accidents have occurred. The construction of a roundabout will enhance road safety for all users. This upgrade involves an intersection junction that merges seven roadways and aims to improve flooding issues during significant rain events. Located on a heavy vehicle freight route near a new childcare centre, the intersection at Kokoda Terrace and Starcevich Road has experienced vehicle accidents. Proposed works include kerbing along Kokoda Terrace to enhance stormwater management, road redesign and reconstruction, pavement resealing, and the construction of a roundabout to improve overall road safety.

Range Road requires deep lift pavement resealing and shoulder widening due to its narrow lane width, failed pavement, and deteriorated shoulder conditions. As a critical freight route in the region, the road experiences significant interaction between heavy vehicles and commuter traffic within a 100 km/h speed zone. The existing surface shows heavy rutting and poor drainage, compromising safety and usability. Upgrading the road and shoulders will improve safety for all users by addressing structural failures and accommodating mixed vehicle types more effectively Deep lift patching will be carried out based on the road’s condition at the time of construction, with proposed 40mm asphalt patches covering the full 7-metre road width (or 3.5 metres for single-lane sections). All treated areas will include a 1-metre-wide sealed shoulder to enhance road safety and functionality. Prior to works, roadside vegetation management and drainage maintenance will be undertaken. Following sealing, line marking will be reinstated, roadside markers will be relocated or replaced, and signage will be upgraded where necessary.

The unsealed condition of this 4.5 km section of Bethel Road presents ongoing safety, accessibility, and maintenance issues. As part of a regionally significant freight route, the current surface limits efficiency for commercial vehicles, increases dust and noise impacts on nearby properties, and imposes a high maintenance burden on Council. Upgrading this section is essential to improving road safety, freight productivity, and reducing long-term maintenance costs. The proposed works for Bethel Road – Stage 2 involve upgrading approximately 4.5 km by widening and sealing the carriageway to 7.0 metres, improving road geometry where feasible, and strengthening the pavement to a depth of 450 mm to accommodate current and future traffic loads. Traffic control measures and warning signs will be installed as needed, with the speed limit remaining at 100 km/h.

The Bratten Way Rehabilitation & Upgrade project will rehabilitate 2.0 km of Bratten Way damaged by an ever-increasing freight task. The proposed works for Bratten Way, spanning the Hundreds of Cummins, Mitchell, and Kiana, involve upgrading the road’s pavement and geometry to improve its integrity and safety for heavy freight, tourism, and commuter use. The project will strengthen the pavement by overlaying the existing surface with Class 1 Crushed Rock in accordance with Department of Infrastructure & Transport specifications, with overlay depths varying between 190 mm and 400 mm based on existing pavement conditions. Lane widths will be increased to 3.5 metres, with 1.0 metre sealed and 0.5 metre unsealed shoulders, enhancing road safety and usability. The upgrades are designed to enable future gazettal of Bratten Way as a Higher Mass Limit (HML) route, while optimising pavement thicknesses to reduce construction costs by leveraging the remaining strength of the existing road.
