Project description

Southern Highlands Overtaking Opportunities project comprises rail infrastructure works at two separate locations, at both Werai near Moss Vale, and Joppa Junction near Goulburn, to enable freight trains up to 1,800 metres in length to be overtaken by faster services. The works proposed at both locations are installation of four high speed crossovers, associated track, civil, signalling and electrical works.

Benefits

The Southern Highlands Overtaking Opportunities project aims to increase flexibility, reduce delays, reduce operational costs and reduce congestion on the network, in particular for freight and passenger services on the Sydney to Melbourne rail line.

Funding

The Australian Government and the Australian Rail Track Corporation (ARTC) are jointly funding this $54.160 million project.

Timetable

Construction is underway for this project and completion scheduled for mid-2026.

Normanton - Burketown Road (Savannah Way) - 058773-15QLD-RTR

Current road surface is insufficient for road use type. Unsealed surface does not provide year round access to adjacent properties or tourists. Annual damage of unsealed surface during wet season and heavy vehicle traffic impacts the amenity of road users.Upgrade of unsealed gravel surface to sealed two-way road and construction of longitudinal drainage.Total cost of proposed project is $2,000,000

Baddaginnie-Benalla Road, Benalla, Rural Road, - 058774-15VIC-RTR

Road shoulders have deteriorated through the loss of gravel and are now in need of new material in order to bring it back to a safe and usable conditionReshape and resheet shoulders with new material between chainages 3200m and 7100m on both sides of road

Bobbra Road (rural road) - 058775-15NSW-RTR

This road exhibits large corrigation sections where clay is visible, making it unsafe for drivers and requiring additional maintenance.Resheeting this area will improve the roads driving surface and addresses various maintenance and safety issues. This resheeting will also reduce Councils requirements for ongoing repair and maintenance work, ensuring the road is safe and accessible.

Basin Road, Benalla, Rural Road, - 058776-15VIC-RTR

Gravel road has deteriorated through loss of gravel to below the acceptable levelReshape and resheet whole road with new material between chainages 3780m and 6000m

Yass River Road (rural road) - 058777-15NSW-RTR

This road has corrigated sections and areas where clay is visible through the surface, making it unsafe for drivers and requiring additional maintenance.Resheeting this area will improve the roads driving surface and addresses various maintenance and safety issues. This resheeting will also reduce Councils requirements for ongoing repair and maintenance work, ensuring the road is safe and accessible.

Four Mile Road Benalla Rural Road. - 058778-15VIC-RTR

Myponga Beach Road (Rural Road) - 058779-15SA-RTR

Dicks Creek Road (rural road) - 058780-15NSW-RTR

There is 150m of road to be gravelled to complete this section, this at present is requiring additional maintenance.Resheeting this area will improve the roads driving surface and addresses various maintenance and safety issues. Graces Flat Road (Rural Road) - 058782-15NSW-RTR

Yass Valley Council engaged a Structural Engineer to conduct a capacity inspection on this bridge. This bridge can no longer support the load it was previously, due to structural concerns and the possibilty of failings. This bridge has now been placed on a specified load restriction limit as per the consulting engineers recommendations.A side track needs to be built around the timber bridge. This track will be constructed to a standard which allows access for vehicles carrying the road limits load capacity to cross. This track shall remain in use until the bridge can be replaced as part of Councils Timber Bridge Replacement Program.
