Your submission, including any personal information supplied, is being collected by the department for the purpose of seeking public and industry comment on the approach and content of its proposed cost estimation guidance, in accordance with the Privacy Act 1988 (the Privacy Act).

Submissions, in part or full, including the name of the author may be published on the department's website or in the Government's response, unless the submission is confidential. Submissions will only be treated as confidential if they are expressly stated to be confidential. Yumali Road (Rural Road) - 053904-14SA-RTR
Resheet 3.7km X 9 Metre wide section of Yumali Road, that has pot holes and pavement degradationSupply gravel and resheet road section with 150mm compacted gravelTotal cost of proposed project is $128,297
Caltowie Georgetown (Rural Road) - 133118-25SA-RTR
Surface of road has worn with clay appearing making road a hazard when wet as it becomes slippery and boggy. High use road, school bus route and heavy vehicle route.To resurface the road with a quarry rubble mix. It will be applied 8 metres wide and 0.15 metres thick when compacted. This involves raising and crushing material internally, carting to site with trucks, spreading and levelling with graders and compacting with rollers. Will include replacement of drainage pipes where required
Belalie East Road (rural road) - 133120-25SA-RTR
Surface of road has worn with clay appearing making road a hazard when wet as it becomes slippery and boggy. Range Road (City of Victor Harbor) - 133072-25SA-RTR
Range Road requires deep lift pavement resealing and shoulder widening due to its narrow lane width, failed pavement, and deteriorated shoulder conditions. As a critical freight route in the region, the road experiences significant interaction between heavy vehicles and commuter traffic within a 100 km/h speed zone. The existing surface shows heavy rutting and poor drainage, compromising safety and usability. Upgrading the road and shoulders will improve safety for all users by addressing structural failures and accommodating mixed vehicle types more effectively Deep lift patching will be carried out based on the road’s condition at the time of construction, with proposed 40mm asphalt patches covering the full 7-metre road width (or 3.5 metres for single-lane sections). All treated areas will include a 1-metre-wide sealed shoulder to enhance road safety and functionality. Prior to works, roadside vegetation management and drainage maintenance will be undertaken. Following sealing, line marking will be reinstated, roadside markers will be relocated or replaced, and signage will be upgraded where necessary. Council/s contribution: $125,000.00
Bethel Road (Light Regional Council) - 133088-25SA-RTR
The unsealed condition of this 4.5 km section of Bethel Road presents ongoing safety, accessibility, and maintenance issues. As part of a regionally significant freight route, the current surface limits efficiency for commercial vehicles, increases dust and noise impacts on nearby properties, and imposes a high maintenance burden on Council. Upgrading this section is essential to improving road safety, freight productivity, and reducing long-term maintenance costs.The proposed works for Bethel Road – Stage 2 involve upgrading approximately 4.5 km by widening and sealing the carriageway to 7.0 metres, improving road geometry where feasible, and strengthening the pavement to a depth of 450 mm to accommodate current and future traffic loads. Traffic control measures and warning signs will be installed as needed, with the speed limit remaining at 100 km/h. Council/s contribution - $667,000.00Total cost of proposed project is $2,000,000
Bratten Way, Hundred of Cummins, Mitchell and Kiana (Lower Eyre Council) - 133090-25SA-RTR
The Bratten Way Rehabilitation & Upgrade project will rehabilitate 2.0km of Bratten Way damaged by an ever-increasing freight task.The proposed works for Bratten Way, spanning the Hundreds of Cummins, Mitchell, and Kiana, involve upgrading the road’s pavement and geometry to improve its integrity and safety for heavy freight, tourism, and commuter use. The project will strengthen the pavement by overlaying the existing surface with Class 1 Crushed Rock in accordance with Department of Infrastructure & Transport specifications, with overlay depths varying between 190mm and 400mm based on existing pavement conditions. Lane widths will be increased to 3.5 metres, with 1.0 metre sealed and 0.5 metre unsealed shoulders, enhancing road safety and usability. The upgrades are designed to enable future gazettal of Bratten Way as a Higher Mass Limit (HML) route, while optimising pavement thicknesses to reduce construction costs by leveraging the remaining strength of the existing road. Council/s contribution: $655,008.00Total cost of proposed project is $1,962,000
Venning Road (Rural Road) - 053905-14SA-RTR

Murraylands Road (Mid Murray Council) - 133091-25SA-RTR
Stage 2 of the Murraylands Road project remains unsealed, presenting safety concerns such as potholes, dust, flying gravel, and uneven surfaces that increase the risk of vehicle instability. As a vital freight and community access route, Murraylands Road plays a key role in supporting regional connectivity and has been recognised as locally significant in the Murraylands & Riverland LGA 2030 Regional Transport Plan.The Murraylands Road Improvement Project, delivered by Mid Murray Council, will upgrade 2.5 kilometres of unsealed road to a bitumen-sealed standard, enhancing safety and freight access in the Murraylands and Riverland region. The works include road widening from 7 to 11 metres, sealing of shoulders, line marking, signage, and stormwater improvements to support heavy vehicle traffic and improve overall road efficiency. Council/s contribution: $287,000.00Total cost of proposed project is $861,000
Bollen Road, Mount Barker (Mount Barker District Council) - 133092-25SA-RTR
Bollen Road requires urgent reconstruction to accommodate current and projected traffic volumes exceeding 5,000 vehicles per day, driven by nearby developments including a new school, church, childcare centre, and proposed recreational facilities. The existing carriageway is too narrow, with inadequate drainage, lighting, and pedestrian access—particularly impacting school children, bus users, and residents with mobility needs. The upgrade will address these deficiencies by widening the road where possible, incorporating shared paths and safe crossings, and bringing the road up to urban collector standards. In constrained sections, a divided carriageway and tree-sensitive treatments will preserve mature vegetation while enhancing safety, sight lines, and speed management.The Bollen Road upgrade includes the full reconstruction of approximately 1.16 kilometres of road, widening the existing 6.0–6.2 metre carriageway to a compliant 7.2 metres to meet urban collector standards and support increasing traffic, including school and public transport services. A split carriageway design between Mansfield Avenue and Memorial Drive will preserve mature vegetation, with tree-sensitive pavement treatments used where necessary to protect roots and ensure a 30-year design life. The project includes full-length kerbing, major drainage upgrades to manage 1-in-100-year stormwater flows and raised platforms at intersections to address speeding and enhance safety, all bus-compatible and aligned with existing gradients. Complementary works include a separately funded shared-use path on the eastern verge and a new footpath connecting the school to nearby residential areas, supported by safe pedestrian crossings to improve access and connectivity. Council/s contribution - $750,000.00Total cost of proposed project is $2,250,000
Pitt Avenue, Trevallyn - 132937-25TAS-RTR
All road pavement, kerbing and footpath has reached the end of it's serviceable life. Shape and condition of surfaces has become uneven.Road pavement will be replaced with a stronger base to suit increased traffic loads. Road surface, kerb and footpath to be replaced. The balance of funding to be provided by the West Tamar Council.Total cost of proposed project is $720,000
