Moculta Road (Rural road) - 120410-22SA-RTR
The existing Moculta Road seal width of nominally 5.8 metres is very narrow, with little to no formed quarry rubble verge width. The road safety provided by the road is considered low, with likely possibility risk of conflicting opposing direction vehicles with high risk consequence. The existing creek bridge culvert crossing between Gruenberg Road and Bastion Hill Road is very narrow with only a 7.00 metre wide road pavement from side rail to side rail with no shoulder space, providing less than adequate space for safe two way traffic movements. Restricted sight distance approaching the bridge limits the capacity for driver coordination of single vehicle travel over the bridge. Moculta Road is a 100 km/hr speed zone with a mix of vehicle types. The culvert bridge structure is very dilapidated and at the end of its useful life with less than adequate safety guardrails on the bridge and approaches. Vehicles often hit the existing bridge rails evidenced by the many guardrail dents and concrete column cracking and deformation. There is also significant general spalling of the culvert concrete due to transferred rail stresses and water ingress with reinforcement erosionThe planned upgrade work is for widening of the Moculta Road pavement between west of Perry Road and Truro Road, a distance of 4.9 kilometres, with improved signage and, line marking and associated infrastructure and replacement upgrade of the narrow creek bridge located midway between Gruenberg Road and Bastion Hill Road, to safely accommodate the required vehicle movements. The existing sealed road width of nominal 5.8 metres is proposed to be increased to the desired road formation width of Moculta Road is 9.6 metres - with 3.3 metre sealed carriageway lane plus 1.0 metre sealed shoulder and 0.5 metre unsealed shoulder in both directions. The road pavement is to have a 2 coat bituminous spray seal pavement wearing course. The design objective is to safely accommodate the mix of community access vehicles and regular large heavy vehicles, including PBS Level 1 over size / over mass vehicles frequently used by local agricultural and farming enterprises. The road widening will be designed and constructed with a consideration of appropriate vehicle types and alignment constraints.Total cost of proposed project is $2,400,000
Ballumbah-kinnaird road (Rural road) - 120392-22SA-RTR
The main carriageway is of med-high standard but the shoulders are in poor condition. The increased seal width will eliminate edge erosion ultimately reducing shoulder drop off and greatly reduce the potential of vehicles losing controlThe proposed work on Ballumbah-Kinnaird road will include widening of the carriage way by undertaking profiling and shoulder reconstruction between Darke Peak township and Old Darke Peak Road/Ballumbah-Kinnaird intersection.Total cost of proposed project is $600,000
Cape Jaffa Road (rural road) - 120394-22SA-RTR
Cape Jaffa Road requires construction of shoulder widening due to its narrow width, failed edge break and drop offs which are contributing to pavement degradation. Stone loss has occurred at the edge of the seal with rutting also being observed in the outer wheel path. Cracking has also been observed at intersections.The Cape Jaffa Road project will include widening sections of some 13.7km of the Cap Jaffa Road, with a key focus on breakaway and problem areas at intersections and through corners due to severe edge break, edge drop and cracking within the existing pavement which is evident in a number of locations.Total cost of proposed project is $1,200,000
Gray Street (Rural road) - 120395-22SA-RTR
Gray Street has extremely poor pavement condition, a function of the poor initial construction and highly reactive clay soils in the area. Further, with ever increasing development in Freeling, the demands of this road have been exceeded in both a geometric and structural manner. A road better befitting the main access into a major centre is requiredThe project will upgrade Gray street to deliver much-needed improvements on road safety, accessibility and connectivity for the local community and business. The treatment proposed to be undertaken is: • Pavement rehabilitation/reconstruction, stabilisation and widening to accommodate vehicular traffic and cyclists from 6.4m to 10m carriageway width; • 2.3m indented parking (approximately half of the total length of road, at least two parking spaces for each residential allotment) on both side of the road; length of road to be upgraded; • Upgrade to pavement including geogrid or similar stress alleviating membrane; • 40mm AC10 Asphalt wearing course; and • Lighting additions/upgrades to provide a brighter and wider illumination of the road.Total cost of proposed project is $1,191,000
Billiatt Road (Rural Road) - 120408-22SA-RTR
Council has been fortunate to keep up with general maintenance however increased traffic and the need for larger vehicles means the current maintenance service levels are not enough. Recent audits have shown that Billiatt Road is nearing its end of seal life and will be needing a complete reseal over the next 2 to 5 years.The work being proposed will entail undertaking shoulder widening of Billiatt Road over 10km which will increase the width of the road from 6.4, to a 7.6m seal. This will include new shoulder works constructed with imported rubble, compacted and trimmed for a 2- coat seal. The project will include a reseal of the existing road identified by an external road condition audit to address current road deficiencies.Total cost of proposed project is $810,000
Boddingtons West Road (Rural road) - 120399-22SA-RTR
The current width of the road does not meet fit for purpose standards resulting in trucks manoeuvring onto the shoulders while passing other trucks. This has resulted in edge breaks and sand holes occurring on the edge of the road causing roughness, and adding delays and higher vehicle operating costs. The edge breaks and non compliant longitudinal gradient results in shoulder erosion and material washing down on to the Riddoch Highway creating unsafe conditions at the intersection. The lack of a turning lane at the Riddoch Highway intersection creates congestion on the Highway as identified in a road safety assessment of Boddingtons West Road.The proposed works is to construct an alternative route utilising an existing road reserve which has been designed to achieve Supplementary Local Road Program "Fit of Purpose" standards. This will improve the carriageway width and strength. This will improve road user safety through improved passing widths, improved intersection treatment and sight distance and improved roadside drainage. The intersection approach gradient will also be reduced resulting in safer braking and approach. Additional widening and traffic control works will be undertaken on the highway to also improve road user safety and reduce congestion.Total cost of proposed project is $2,000,000
Regency Road, Happy Valley (City of Onkaparinga) - 120407-22SA-RTR
Delamination of road surface. Poor pedestrian connectivity and high vehicle speeds Poor delineation (wide lanes) encouraging high speedsThe work proposed includes widening and reconstructing the 0.8km section of Regency Road with a pavement that is suitable for long term heavy vehicle loading of adequate width for the inclusion of safe travel for buses adjacent parked cars. The overall carriageway width will be increased by 300mm and travel lanes will be delineated from parking areas. The pavement will be refreshed and surfaced with a thicker asphalt layer to accommodate increasing traffic demands. The remaining council requested funding is being part funded from the FA Grants - Identified local Roads (Special Local Roads Program)Total cost of proposed project is $2,670,000
Kulkami Road (rural road) - 120406-22SA-RTR
Kulkami Road is currently a sealed road requiring full pavement reconstruction to shoulders due to its narrow width, failed pavement and poor road and shoulder drainage. Stage 2 works [year 2 of 2] 10km will complete the total length of road 32km's to Council's boundary with karoonda East Murray Council and compliment shoulder works already undertaken in Stage 1 which was completed April 2022The proposed works includes widening and reconstructing the remaining 10km of kulkami Road road shoulder and will consist of new pavement incorporating crushed rock base coarse to a depth of 300mm and a 2 coat bitumen spray seal. There will be an increase to the sealed width from 6meters to 7.2 meters with a 1 meter unsealed shoulder giving an overall carriageway width of 9.2 meters.Total cost of proposed project is $1,000,000
Pine Hall Avenue (Rural Road) - 120396-22SA-RTR
The road requires full pavement reconstruction due to pavement failure from increased heavy vehicle freight. The existing pavement was not built to sustain such heavy vehicle loading. Upgrading the road from intersection to intersection will immensely improve the safety of all vehicles using this road as a freight route.1. Pavement Stripping of top seal and lay 150mm crushed rock after condensing the existing rubble base layer for the whole width. Scrapped seal will be re-used before putting the crushed rock base in. 2. 2 coat seal with 7/15 aggregate. 3. Median strip for separation of the Bike track. 4. Line Marking 5. Moving the shared path lane 500mm towards center and creating a shoulder and shape the batter with jute mesh.Total cost of proposed project is $424,000
